Bags or bulk?
Mulch is sold in 2 cubic foot bags or delivered in bulk by the cubic yard (27 cubic feet = about 13.5 bags). Bulk is much cheaper once you need more than ~10–15 bags, but bags are easier for small beds. A 2–3 inch layer is ideal for most gardens.
